S PASS (WORK PASS FOR SKILLED WORKERS IN MID LEVEL CATEGORY)

Skilled workers belonging to the mid level category seeking a job in Singapore can apply for an S Pass. There is a general limit in the number of workers that can be allowed into Singapore under the mid level category. This limit is revised annually based on the demand and supply of workforce. In order to be eligible for an S Pass the workers need to meet the criteria set by the Singapore Government.

Another important factor that decides the eligibility for obtaining an S Pass is that the worker must be getting a fixed salary of not less than $2,200. Age is a consideration, the younger the workers the better the chances of getting an S Pass. Older applicants need to seek employment that pays a higher salary and should possess superior skills. The application for the S Pass should be filed through the employer, and an MOM Service Provider or registered Manpower Agency will assist you in this. The application for S Pass will be processed only after the employer signs a contract with the applicant.

In order to be eligible to apply for an EntrePass the proposed business needs to be a Private Limited Company which should be registered with the Accounting and Corporate Regulatory Authority in Singapore. If the company is not already registered, you need to register the company within 6 months of obtaining the EntrePass. In case the company is already registered in Singapore, it should not be more than 6 months on the day the application for EntrePass is being submitted.

Usually, it is the employer’s lookout to obtain an S Pass on the applicant’s behalf; however, employment agencies in Singapore normally take the responsibility of assisting the applicants in this. Once the applicant gets the S Pass it is his or her responsibility to keep it safe and secure and produce it on demand.

Conditions under which an S Pass is issued

  • The paid up capital of the contracting company needs to be not less than $50,000
  • Evidence showing that the company has not less than $50,000 in any Singapore-based bank.
  • The applicant needs to own at least 30% of the company’s share capital.
  • The business needs to be legal under the Singapore government laws.

Education

  • The paid up capital of the contracting company needs to be not less than $50,000
  • Possess a technical certificate in any acceptable trade, and should have spent a minimum of 1 year's study in an institute as a trainee before obtaining the certificate.
  • Alternatively, have sufficient experience with authentic certificate to prove it.

The Ministry of Manpower publishes a list containing areas where the demand for workers is high. The chances of getting an S Pass are brighter if applicants seek employment in those areas. The list is updated periodically in consultation with the various government departments and other industries.

The following areas have more chances for awarding S Pass

  • Manufacturing, engineering, electronics, chemicals, bio-medicals, aerospace, marine and offshore activities.
  • The construction sector, civil engineers, electrical engineers, surveyors, project engineers.
  • Healthcare sector that includes nurses, dieticians, lab technicians, physiotherapists, clinical psychologists, dentists, X-ray technicians, and more.
  • Finance and Investment managers, research analysts, insurance experts, project managers and IT professionals.
  • Communication and digital media, web designers, game and app developers, animation specialists etc.
  • Tourism and Retail – Stage Designers, Art curators, Technical Stage crew and more.

All applicants who wish to bring in their families need to be drawing a salary not less than $4,000.
